Announcement of the General Administration of Customs No. 144 of 2024
 
According to data released by the World Health Organization, from January to August 2024, a total of 12.389 million cases and 7865 related deaths of dengue fever were reported globally, with 11.647 million cases and 6612 related deaths reported in the Americas region. In order to prevent the spread of dengue fever into China and protect the health and safety of inbound and outbound personnel, in accordance with the provisions of the Border Health and Quarantine Law of the People's Republic of China and its implementation rules and other laws and regulations, the following announcement is hereby made:
1、 Individuals from countries (regions) with dengue fever outbreaks who experience symptoms such as fever, headache, muscle and joint pain, rash, and facial, neck, and chest flushing should proactively declare to customs upon entry. Customs staff will take medical measures and conduct sample testing in accordance with prescribed procedures.
2、 Transportation vehicles, containers, goods, and items from countries (regions) where dengue fever outbreaks occur shall undergo health quarantine. If mosquitoes and insects are found during quarantine inspection, they shall be subjected to sanitary treatment in accordance with regulations. The person in charge, carrier, agent, shipper, carrier, consignor, postal carrier or express operator shall cooperate with the health and quarantine work.
3、 Port operating units should take effective measures to eliminate mosquito breeding grounds, monitor and control mosquito density at ports, and accept port health supervision implemented by customs.
The content of this announcement shall come into effect on October 9, 2024, and shall be valid for 6 months. During this period, countries and regions with newly reported dengue fever outbreaks announced by the World Health Organization shall be subject to this announcement.
