Announcement of the State Administration for Market Regulation on the Implementation of Compulsory Product Certification Management for Lithium ion Batteries and Chargers for Electric Bicycles
Announcement No. 26 of 2024 by the State Administration for Market Regulation
In order to further strengthen the quality and safety supervision of electric bicycles, in accordance with the relevant provisions of the Certification and Accreditation Regulations of the People's Republic of China, the State Administration for Market Regulation has decided to implement mandatory product certification (CCC certification) management for lithium-ion batteries and chargers used in electric bicycles. The relevant requirements are hereby announced as follows:
1、 Starting from October 15, 2024, designated certification bodies will begin accepting CCC certification commissions for lithium-ion batteries and chargers for electric bicycles (see attachment for product description and definition), and carry out CCC certification work in accordance with the corresponding mandatory product certification implementation rules and applicable standards. On the premise of controllable certification risks and ensuring certification quality, existing qualified assessment results should be actively adopted to reduce the burden on enterprises and facilitate their certification.
2、 Starting from November 1, 2025, lithium-ion batteries and chargers for electric bicycles must undergo CCC certification and be labeled with the CCC certification mark before they can be shipped, sold, imported, or used in other business activities.
3、 The certification agency and laboratory responsible for CCC certification and testing of lithium-ion batteries and chargers for electric bicycles shall be designated separately.
