Starting from October 15, 2021, a customs supervision condition "B" will be added to 29 10 digit customs commodity codes related to the export of chemical fertilizers. Customs will conduct export commodity inspections on relevant commodities, and export chemical fertilizers belonging to hazardous chemicals should also be inspected in accordance with relevant regulatory regulations for hazardous chemicals. Many friends still have many questions about fertilizer exports, which fertilizers are classified as dangerous goods? What is the difference between chemical fertilizers that belong to hazardous chemicals and those that do not belong to hazardous chemicals during inspection? The editor is here to answer questions and clarify doubts!

1、 When is fertilizer used

Chemical fertilizers, abbreviated as fertilizers, refer to fertilizers made by chemical and/or physical methods that contain one or several nutrients needed for crop growth; Also known as inorganic fertilizer, it includes nitrogen fertilizer, phosphorus fertilizer, potassium fertilizer, micro fertilizer, compound fertilizer, etc.

Fertilizer has the following characteristics: simple composition and high nutrient content; Fast fertilizer effect and strong fertilizer strength; Some fertilizers have acid-base reactions; Generally, it does not contain organic matter and has no effect on improving soil fertility. There are many types of fertilizers, with significant differences in their properties and application methods.

2、 What is dangerous goods
Dangerous goods are a collective term for hazardous chemicals and dangerous goods.

"Dangerous chemicals" - highly toxic chemicals and other chemicals that have toxic, corrosive, explosive, combustion, and combustion promoting properties and pose a threat to human health, facilities, and the environment.

"Dangerous goods" - substances and items that have hazardous characteristics such as explosion, flammability, toxicity, infection, corrosion, radiation, etc., and are prone to causing personal injury, property damage, or environmental pollution during transportation, storage, production, operation, use, and disposal, requiring special protection.

3、 Are fertilizers transported as regular goods?
There are many types of fertilizers, and the composition of compound fertilizers is complex, which cannot be generalized. Some fertilizers, such as potassium nitrate, sodium nitrate, ammonium nitrate type fertilizers (all have strong oxidizing properties), calcium cyanamide (release ammonia gas and highly flammable acetylene gas when encountering water), are classified as dangerous goods and need to be transported as dangerous goods. They cannot be transported as ordinary goods!

4、 What are the inspection contents for exported fertilizers?
The content of customs inspection on exported fertilizers includes compliance with safety, hygiene, health, environmental protection, fraud prevention requirements, as well as related quality, quantity, weight and other items. For the export of chemical fertilizers belonging to hazardous chemicals, it is necessary to handle the export in accordance with the requirements of Announcement No. 129 of the General Administration of Customs in 2020. For the export of chemical fertilizers belonging to hazardous goods, it is also necessary to handle the identification of the use of packaging for export hazardous goods in accordance with the requirements of the Commercial Inspection Law and its implementation regulations.

For example, potassium nitrate, commonly known as gunpowder or soil nitrate, is a raw material for manufacturing mining gunpowder, ignition wires, firecrackers, and other materials. In agriculture, potassium nitrate is a nitrogen potassium compound fertilizer with high solubility, and its effective components, nitrogen and potassium, can be quickly absorbed by crops. Potassium nitrate is a chemical listed in the "Catalogue of Hazardous Chemicals" (2015 edition), United Nations number 1486, hazardous goods category 5.1, oxidizing substances, recommended packaging category III. To export potassium nitrate, in addition to general chemical fertilizer inspection items, it is also necessary to apply to customs for export hazardous chemical inspection and hazardous goods packaging use appraisal.
