Announcement No. 35 of 2025 by the General Administration of Customs and the Ministry of Agriculture and Rural Affairs (Regarding the Prevention of Newcastle Disease in Some Areas of Oman, Mauritania, and Kenya from Entering China), the following is the content of the announcement:

Announcement No. 35 of 2025 by the General Administration of Customs and the Ministry of Agriculture and Rural Affairs

The World Organization for Animal Health (WOAH) recently released information that Oman, Mauritania, and Kilifi, Mombasa, and Siaya counties in Kenya are experiencing outbreaks of Newcastle disease. In order to prevent the spread of the epidemic, protect the safety of animal husbandry and biosecurity in China, and in accordance with relevant laws and regulations such as the Customs Law of the People's Republic of China, the Biosafety Law of the People's Republic of China, the Law of the People's Republic of China on the Quarantine of Animals and Plants for Entry and Exit, and its implementing regulations, the following announcement is hereby made:

1、 It is prohibited to directly or indirectly import poultry and related products from the three regions of Oman, Mauritania, and Kenya (products originating from unprocessed poultry or products that may still spread diseases despite processing).

2、 Prohibit the entry of poultry and related products from Oman, Mauritania, and Kenya. Once discovered, it will be returned or destroyed.

3、 Animal and plant waste, as well as swill, unloaded from inbound ships, aircraft, and other transportation vehicles from Oman, Mauritania, and Kenya, shall be subjected to pest control under the supervision of customs and shall not be discarded without authorization.

4、 All illegally imported poultry and related products from Oman, Mauritania, and Kenya intercepted by border inspection and other departments shall be destroyed under the supervision of customs.

5、 Anyone who violates the above regulations shall be dealt with by the customs in accordance with the relevant provisions of the Customs Law of the People's Republic of China, the Biosafety Law of the People's Republic of China, the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine, and their implementing regulations.

6、 Customs at all levels, as well as agricultural and rural departments at all levels, should closely cooperate and carry out quarantine, epidemic prevention, and supervision work in accordance with relevant regulations such as the Customs Law of the People's Republic of China, the Biosafety Law of the People's Republic of China, the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine, and the Law of the People's Republic of China on Animal Epidemic Prevention.

This announcement shall come into effect from the date of its publication.
