Definition
Legal inspection is statutory inspection. It means the goods with the supervision condition of A (import) or B (export) on the customs declaration form must be cleared to the customs provider inspection bureau during customs declaration. If there is no A or B, it is not considered as legal inspection goods. Customs clearance does not need to be provided during customs declaration.
Commodity inspection, which correctly means shorthand for commodity inspection, is part of the work of the Entry-Exit Inspection and Quarantine Bureau. However, people in the industry usually call it inspection and quarantine of all import and export goods as commodity inspection. In fact, the meaning of commodity inspection here should be: animal and plant quarantine, commodity inspection, and sanitary quarantine. It is more common in general import and export trade, that is, the commodity inspection agency comes forward to prove to us that our goods meet the requirements. Of course, this must have a standard when signing the contract, and the quantity must also meet the requirements. . The buyer understands the situation of this batch of goods based on this commodity inspection list.

Process
Importer inspection
Implement the principle of “clearance first, then inspection and quarantine”.
First determine whether it is legal inspection (legal inspection) goods. (I.e. see if the customs declaration has A)
If not, no customs clearance form is required for customs declaration. It means that the goods are not legal inspection (legal inspection) goods.
If it is, then you need to provide information to the Commodity Inspection Bureau for commodity inspection. The commodity inspection personnel will review the written materials provided and describe the goods based on the written information to determine whether the goods need to be inspected for the site. The items of site inspection are usually animal and plant quarantine, commodity inspection, sanitary quarantine, etc., which are the so-called three inspections (some people call it the animal health inspection). And issue an entry customs clearance form, and use this customs clearance form to declare to the customs.
If the commodity inspection personnel issues a "venue commodity inspection" for the goods, then after the customs clearance, the goods need to be consigned to the venue designated by the commodity inspection bureau for the site commodity inspection, that is, the third inspection (moving and sanitation inspection). Only then is the goods allowed to reach their destination.
Commodity inspection procedures for export by general trade: (preparation)
1. Manually fill out the "Export Goods Inspection Form" and affix the company's official seal.
2. Prepare an "Inspection and Quarantine Workflow Registration Form" issued by the Commodity Inspection Bureau.
3. If the exported goods are entrusted to be exported by a foreign trade company or other agent, a "Commission for Inspection" shall be drafted and shall have the company's signature and seal.
4. The company prepares the "packing list", "invoice", "product test report" of the exported product, and the contract signed by the foreign trade company should also prepare the "sales contract" and the "export contract" signed with foreign customers.
5. Manually fill in the "Quality Inspection Report" issued by the Commodity Inspection Bureau, and have the signature of the responsible person, and affix the company seal.
6. If the product has exterior packaging (usually a carton), you need to provide "Outbound Goods Transport Packaging Performance Inspection Results Sheet"
Operation procedure: (The company's inspector goes to the Commodity Inspection Bureau to go through the following procedures)
1. Go to the Electronic Billing Office of the Commodity Inspection Bureau to print the "Outbound Goods Declaration Form" and pay the handling fee. Check carefully with the original "Goods Inspection Form for Outbound Goods" written by hand. If there is any error, the orderer will be asked to change it immediately.
2. The computer-printed "Outbound Goods Inspection and Inspection Form" and the other documents are bound together and submitted to the application and inspection team for computer application procedures.
3. Submit the complete set of documents to the person in charge of the mechanical and electrical group for signature, and agree on a time. The Commodity Inspection Bureau will send personnel to the factory to do a random inspection of the goods.
4. The Commodity Inspection Bureau arrives at the factory at the agreed time and conducts a random inspection of the goods based on the above information provided by the company.
5. After passing the random inspection, the staff of the Commodity Inspection Bureau will print a "Voucher for Outbound Goods Replacement Certificate" and sign it.
6. The company's inspector submits the "Voucher for Outbound Goods Replacement Certificate" to the section chief's office for signature, and then submits it to the application inspection team for computer accounting along with other documents.
7. The company's inspector will submit the entire set of documents to the billing group for billing, and the billing statement issued to the charging group for payment.
8. The toll collection team submits the entire set of documents to the visa team. After the visa team confirms that it has no knowledge, it will issue a "Receipt Certificate for Outgoing Goods" to the inspector and retrieve all the documents for record.
9. The inspection procedure is over.
