1. The consignee of imported food should prepare relevant documents
Including documents such as quality certificates, certificates of origin, safety and health certificates, certificates of pesticides and fumigants, additives. In the declaration of the entry of goods, the consignee of imported food must provide these documents to the inspection and quarantine agency together with other freight documents and commercial documents. When importing prepackaged food, Chinese labels should be printed in advance, and their contents should comply with the provisions of the "General Standard for Food Labeling" (GB7718-94).
2. Enterprises should be legally compliant
Agents or distributors must review the qualifications of foreign production enterprises to ensure their legality.
According to the newly promulgated "Regulations on the Registration of Imported Food Foreign Production Enterprises" (hereinafter referred to as the "Provisions"), the National Certification and Accreditation Administration (ie, the National Accreditation Regulatory Commission) uniformly manages the registration and supervision of foreign food production enterprises and is responsible for Formulate and publish the Catalogue of Imported Food for Enterprise Registration (hereinafter referred to as the catalogue).
When foreign manufacturers export foods listed in the "Catalogue" to China, in addition to applying to the National Certification and Accreditation Administration, the veterinary service system, plant protection system, and public health management system of the country (region) where the company is located must also be approved by the state The supervisory committee passed the assessment.
3. Declaration of imported food after arrival in Hong Kong
After the imported food enters the port, the importer or agent must declare to the port inspection and quarantine agency, and provide relevant shipping documents, commercial documents, health information, etc. After the above materials have passed the examination, in order to clear the port as soon as possible, the supervisor will issue a "sanitary inspection release notice", and the owner of the goods will declare and pick up the goods based on this form. After the goods are cleared, they should be stored in a warehouse approved by the port inspection and quarantine agency. Supervisors will conduct on-site sanitary inspection and sanitary supervision of the goods, and at the same time randomly sample some samples. Supervisors determine the inspection items based on the food hygiene standards and hygiene requirements of the exporting country (region), the status of the goods during transportation and storage, and on-site supervision, and send samples to the laboratory for inspection. During this period, the goods It should be sealed and not used or sold. If they pass the inspection, the inspection and quarantine agency will issue a health certificate, and the batch of food can be used or sold; if they fail to pass the inspection, according to the relevant national regulations, the batch of goods will be destroyed, returned, or repurposed according to different circumstances. Also note:
One: Labeling can be arranged after the goods arrive at the warehouse.
Two: It takes about 12 days to apply for the "Import and Export Food Label". The exporter must provide a sample, at least one for each product. One label for each product, valid for two years.
Three: Import can be arranged after getting the import label. The Commodity Inspection will sample and the test will take about 15 days. During this process, you can write a guarantee letter to declare the goods and ship it. The goods should be controlled within 7 days from the date of arrival to the date of dragging the cabinet to the warehouse to avoid the occurrence of cabinet rent.
