Key Issues in Maritime Transport of Dangerous Chemicals

International maritime transport is the main mode of transport for import and export dangerous chemicals. When the quantity of goods is less than 45KG, the international express service is usually adopted, and the quantity is more than 45KG, then the goods is usually to be delivered by international air transport.

The international marine transport can be divided into mode of FCL,LCL and break bulk transport. FCL Transport refers to the full container load of dangerous goods by single commodity name to be loaded into a full container of 20GP, 40GP or 40HQ. LCL Transport refers to the goods that are not very large in weight or measurement, such as 1-5 freight tons. In order to save the cost of FCL transport, so it is normally booked from LCL Consolidator for assembling and transportation. Break Bulk Transport refers to the mode of marine transportation via liner or irregular liner service through booking from  shipping line or shipping line’s agent subject to the nature of dangerous goods and shipping conditions.

      Container marine transport for dangerous chemicals

Different classes and grades of hazardous chemicals cannot be stored or transported together. At present, there are very few transportation companies specialized in accepting hazardous chemicals due to the reason that port of import and export has strict rules and regulations over the storage and transportation. It is resulted in high cost of total operation. Especially for those small quantity of shipments, the Consolidator would loose money if  the shipments can't make a FCL of 20ft or 40ft. This is why many trading companies have a hard time finding LCL Consolidator or Shipping Lines that can transport small shipment of dangerous chemicals. So it is important to focus on the core operation when export or import the FCL/LCL dangerous chemicals by marine transport. For this purpose, it is necessary to confirm the hazard of the booked chemical products, which requires the production supplier to provide MSDS (Material Safety Data Sheet), namely chemical safety technical manual, and it also can be translated into chemical safety manual or chemical safety data sheet. This document is used by chemical manufacturers and exporters to clarify the physical properties (such as PH value, flash point, flammability, reactivity, etc.) of a chemical and the possible hazards to the health of the user (such as carcinogenesis, teratogenesis, etc.).

MSDS composition/information on ingredients

In the 16 items of MSDS information, the dangerous level is clearly marked, such as 3.3 class, it may include inflammable paint, thinner and other dangerous chemicals. The first thing to look at is the dangers degree in this project. In order to ensure the safe transportation and storage of dangerous chemicals by marine transport, the outer packing of dangerous goods also needs to be approved by the commodity inspection authorities, such as iron drums, cartons and plastic drums. At the time of export or import, the local commodity inspection authority will conduct an examination and issue a written dangerous package certificate (including performance and operation certificates), which must be prepared in advance.When booking shipping space, the international forwarder will ask the foreign trade personnel to provide MSDS and dangerous package certificate in both English and Chinese. The shipping company should decide whether to release the booking or acceptance according to the above information. MSDS should be provided at least when asking for the shipping cost of dangerous chemicals. The international freight forwarding company should provide these documents and product data to the shipping company before getting the booking and the sea freight.
